This promise is likely destined to go the same way as the Liberals first announcement of creating a single procurement agency, 10 years ago. I think it is needed, but I don't see that anything in the government or public's attitude toward defence has changed to make it happen this time around.

Third times a charm? I wanted to sound a bit hopeful, and give the new leadership a bit of a chance before I dismiss it as the same old promise.

My one rule is I try to be positive on things, critical yes, but I try my best to give some chances, especially here, but I would be surprised to see this come to fruition smoothly.

More like 5th time. Martin’s government talked of it. Harper’s government talked of it. Harjit Sajjan (possibly the worst MoD ever) talked of it. Anita Anand talked of it. I don’t hold much hope especially now that the government has given a no contest contract to Irving to build a single River class frigates for the price of 2 aircraft carriers (Queen Elizabeth class).
